Just about everything if you want more complicated builds , or maybe just a drill for a simple one

I made my first turbocharger based jet engine with a drill, hacksaw, blowtorch (to solder some pipes together), and a bunch of bits I got from a scrap yard. It didn't work very well, but it ran.
A welder and a few common metal working tools open up a lot more options.

You can do a lot even with a drill press and an angle grinder, but a lathe is probably the most useful "big" tool you could have.
Learning to TIG weld makes a huge difference on this type of process, and a DC TIG welder is cheap (get one with High Frequency start though). The main issue with a TIG welder is that you need to buy or rent argon shielding gas bottles.

that always makes it a bit more difficult, but it's still doable if you have realistic goals and don't mind spending some time searching for the right materials and parts.
