No delivery well payd

Hello, is there someone who can help me? I orderd a JFS100 build in a kartl at a well-known jetstuntman in America and sent $ 3000 if deposit.
Because I previously had ordered a JFS100 at him and it went well, i orderd a second one to build in a card. The intent was to give shows in the Netherlands and and perhaps in other parts of Europe.
Who can give my advice what to do next.

It comes to Paul Stender, he has promised to build a kart with a JFS100 and my friend has paid a deposit of $ 3000 for almost a year and promises to deliver.You get the idea I think, promises but no delivery.
