Where can I find copy of J85GE21 Tech manual, and other manuals if possible.

Not likely to be very cheap though. S&S Turbines deal with J85's and would possibly sell you the required TOs. Also via Google there is a bit of info on a company called Tillamook Bay Gas Turbines [phone] who do overhaul and R&D on J85's so would be likely be another source.
